Cannot Open Display Properties Xp

With the WMP* file deactivated AND the keyboard not working I had full access to my Display Properties. I am unable to open the command prompt on my windows xp?? If I change the registry value will they know about it ? Although there may be a chance third party keyboard drivers could be causing the problems.
